DriveEzMD now offers an Installment Payment Plan to help Maryland drivers resolve outstanding toll debt. This program provides financial relief by reducing civil penalties and allowing customers to pay off their debt over time. It helps drivers by releasing MVA holds and preventing further escalation to collections and other penalties.

What is an Installment Plan?

An Installment Plan is designed for customers with substantial unpaid tolls and civil penalties struggling to resolve their debt. It offers:

  • Reduced penalties on outstanding debt that has not yet been sent to Maryland Central Collection Unit (CCU).
  • Reasonable monthly payments to make repayment manageable.
  • Release of Motor Vehicle Administration registration holds or suspensions once the plan is activated.

This program was created under House Bill 1465 (2025) to provide Maryland drivers with a fair and practical solution for toll-related debt. To see the bill in its entirety, visit the Maryland General Assembly’s website

How Does It Work?

If you are a customer with unpaid video tolls and civil penalties totaling $300 or more, you have two options to resolve debt:

  1. Open an E-ZPass Account and fund it to cover tolls at the reduced E-ZPass rate. For more information on converting your video tolls to an E-ZPass Account and to determine your eligibility, visit the DriveEzMD Contact Us page and get in touch. 
  2. Enroll in an Installment Plan by signing a Promissory Note.

How to Apply for an Installment Plan:

  1. Email EZPassTollHelp@mdta.state.md.us
    • Your contact information including your full name and phone number.
    • Mailing number listed on your toll notice
  2. MDTA will send:
    • A Promissory Note (legal agreement).
    • A detailed list of violations included in the plan.
    • A monthly payment schedule.
  3. Return your signed Promissory Note and make your initial payment to activate the plan.

Important Notes

  • Starting an Installment Plan does not create an E-ZPass account. It is recommended to open an account separately to avoid future violations.
  • Failure to make payments may will result in termination of the plan and reinstatement of original debt.
  • If payments are not made as agreed, MDTA may refer the unpaid balance to the Maryland Central Collection Unit (CCU) for collection and your vehicle registration may be suspended or ineligible for renewal.
